The Airports Economic Regulatory Authority (AERA) has announced a revision in the User Development Fee (UDF) levied on all flight passengers departing from the Chatrapatti Shivaji International Airport in Mumbai.

As per the new directive, no UDF will be levied from passengers departing on domestic flights from Mumbai; for passengers on International flights, the UDF has been slashed to INR 262 per passenger. The new rate is inclusive of service tax and will be applicable on all flight tickets sold with effect from November 1, 2016.

Prior to the new measures, domestic passengers were levied a fee of INR 274 (excluding Service Tax) and international passengers had to pay INR 548.

In order to compensate for the loss due to reduction in UDF, Mumbai airport's proposal to revise the landing charges from airlines has been approved by the airport regulator. Landing charges for A320s and charges for the usage of aero-bridge by aircraft other than A-320s will see an increase of over 100% for both domestic and international flights, which might result in higher air fares.

The Directorate General of Civil Aviation (DGCA) has announced a ban on the usage of Electronic Cigarettes/ e-cigarettes, personal vaporizers, vape pens, e-cigars, e-hookah and vaping devices, collectively known as Electronic Nicotine Delivery Systems (ENDS) in the vicinity of any aircraft.

According to a circular by DGCA, the "Electronic, simulated smoking materials (cigarettes, pipes, cigars) are prohibited from use by both passengers and crew at all times. Operators should not permit the use of any item which could insinuate that smoking is permitted on board aircrafts. They can be accepted on board in the passengers carry on baggage, for passenger use at destination, provided they remain stowed and unused at all times in the passenger‘s carry on baggage."

Several incidents have been reported involving electronic cigarettes overheating by way of their heating element being accidentally activated, resulting in a fire in checked baggage. These incidents, combined with the fact that the long-term health effects to users and bystanders are still unknown, have led major civil aviation regulatory authorities across the globe to ban passengers from using the ENDS in flights and/or carrying them in checked-in baggage.
